Institutionalising SDG Localisation within APLA

Building the Leadership and Governance Framework for SDG Localisation

APLA worked to embed SDG localisation as a permanent institutional pathway by establishing internal structures and coordination mechanisms that regulate ensure the continuity of operations. This included the formation of taskforces that lead SDG localisation, energy, and climate files, and the launch of knowledge exchange hubs that transform local experiences into continuous learning and development pathways, alongside building strategic partnerships with national, regional, and international actors.

  • One national roadmap for SDG localisation for LGUs.
  • More than six national, regional, and international partnerships supporting the SDG localisation pathway.
     

Key Activities

  • Launched APLA SDG Localisation Taskforce.
  • Formed APLA Energy and Climate Planning Taskforce with the participation of Hebron, Beituniya, Al-‘Eizariya, and Salfit municipalities.
  • Launched and activated the SDG Hub with the participation of 26 LGUs.
  • Developed and updated the National Roadmap for SDG Localisation.
  • Built a partnership with PEQA to enhance integration between national environmental policies and municipal work, and to support the integration of climate change, waste management, and environmental legislation into local planning.
  • Established a partnership with UCLG to build LGU capacities in SDG localisation and qualify accredited Palestinian trainers. 
  • Established a partnership with UN-Habitat and the GAP Fund to build LGU capacities in financing climate change projects. 
  • Established a partnership with the Economic and Social Commission for Western Asia (ESCWA) to link education and the community with SDG localisation, support the development of fundable climate project tracks, and participate in regional programmes.
  • Established a partnership with the ClimaMed programme to strengthen LGU capacities in climate planning and sustainable energy. 
  • Established a partnership with the Marmara Municipalities Union to exchange expertise on Voluntary Local Reviews (VLRs), organise international seminars within the Marmara Urban Forum (MARUF), and promote peer-to-peer learning among municipalities.
  • Established a partnership with FELCOS Umbria, the NCI Umbria, and Trasimeno Municipalities Union (Trasimeno Servizi Ambientali) to enhance decentralised cooperation and transfer models of sustainable local development to the Palestinian context. 
     

Building Sustainable National Capacities in SDG Localisation 

Number of accredited Palestinian trainers: 14 
In partnership with UCLG, APLA implemented a focused programme to qualify accredited Palestinian trainers in SDG localisation. This programme culminated a progressive training track that combined e-learning, applied training, and field exchange with international municipal experiences. It led to the certification of the first cohort of accredited Palestinian trainers capable of transferring knowledge and leading the localisation process within LGUs on a sustainable basis.
