Translating SDGs into Planning, Financing, and Measurement
At this stage, APLA moved towards equipping LGUs with practical tools enabling them to integrate SDGs into their daily functions, through climate planning, budgeting, reporting, and use of data. Focus was placed on building applicable technical capacities and linking tools to international standards while adapting them to the Palestinian context.

Technical Indicators

  • Training LGUs on the preparation of Sustainable Energy Access and Climate Action Plans (SEACAPs). 
  • Developing four 4 draft fundable climate projects (waste, water, renewable energy, green tracks). 
  • Qualifying LGUs to prepare VLRs.
  • Engaging more than 80 participants in a specialised international seminar on VLRs.
  • Training more than 85 participants on integrating SDGs into municipal budgeting and financing.
  • Implementing joint workshops with PEQA on climate planning and financing.
  • Strengthening the use of data and spatial analysis in local planning.

Key Activities 

  • Held training sessions on the preparation of SEACAPs. 
  • Organised training sessions on the preparation of VLRs.
  • Conducted training sessions on integrating SDGs into local budgets. 
  • Delivered training sessions on sustainability-linked municipal financing. 
  • Organised workshops on developing environmental and social policies for LGUs.
  • Held an international seminar within the Marmara Urban Forum.
