This study examined the current situation of electronic waste management in Palestine from both regulatory and operational perspectives. It included surveys covering 58 local authorities and consultative sessions with the Environment Quality Authority, local governments, and private sector stakeholders, leading to concrete recommendations for coordinated national policies.

Serving as a practical tool for municipalities, this guideline provides detailed checklists and operational policies that support the adoption of comprehensive environmental and social management systems, translating general commitments into actionable institutional measures.

This framework represents a key step toward institutionalizing internal practices within APLA. It establishes internal policies aligned with international standards and best practices, ensuring environmental and social compliance across all APLA-led projects and initiatives.

This manual defines the mechanisms for delivering technical and legal services provided by APLA to local governments, standardizing procedures and ensuring institutional efficiency, responsiveness, and alignment across all support functions.
