SDG Taskforce Foundational Training
Building the Municipal Core for Localizing the 2030 Agenda
As part of its ongoing efforts to localize the 2030 Agenda within local government institutions, the Association of Palestinian Local Authorities (APLA) organized a foundational training exclusively designed for members of the SDG Taskforce—a select group of municipal staff specializing in planning, administration, and communication.
This training aimed to equip the Taskforce to serve as APLA’s national technical reference in translating the concepts of sustainable development into local practice, while strengthening their capacity to align municipal policies with the global framework of the 17 Sustainable Development Goals (SDGs).
The program featured an intensive series of theoretical and practical sessions focused on enhancing institutional understanding of the 2030 Agenda and the role of municipalities in bridging national and local dimensions of development. It also covered applied topics such as analyzing existing municipal development plans, identifying potential integration points for the SDGs, understanding the relationship between municipal finance and sustainable development, and developing tools for monitoring, evaluation, and reporting.
The training adopted an interactive methodology based on simulation and real-case analysis, allowing participants to refine their strategic thinking and design development-oriented plans that go beyond basic service delivery.
Through this process, APLA successfully established within local governments a specialized professional nucleus capable of leading the gradual integration of equity, sustainability, and accountability into municipal planning. This training represented a pivotal milestone in transforming the Taskforce into a technical knowledge hub within APLA—supporting municipalities with expert guidance and driving the localization process at the national level.
UCLG Training on Accelerating SDG Localization
At a subsequent stage—and in line with APLA’s commitment to international knowledge exchange—members of the SDG Taskforce participated in an advanced training program on “Accelerating SDG Localization,” organized by the United Cities and Local Governments (UCLG) and the Global Taskforce of Local and Regional Governments.
This program was designed specifically for the Taskforce members, aiming to transition them from conceptual understanding to practical planning and local leadership in SDG localization.
Delivered through a series of interactive online sessions, the training addressed key themes including local leadership, multi-level and multi-stakeholder partnerships, data management, and the integration of local indicators into municipal planning and budgeting.
The course also offered participants the opportunity to directly engage with peers from cities around the world, exchange insights on monitoring and reporting mechanisms, and explore the development of Voluntary Local Reviews (VLRs) as a means to document and communicate local progress on the SDGs.
Drawing on UCLG’s globally recognized learning modules, which emphasize city-to-city learning and policy analysis through the lens of environmental and social justice, the training enabled the Taskforce to develop practical tools for data collection, indicator analysis, and evidence-based policy formulation tailored to the Palestinian municipal context.
As a result, the Taskforce gained advanced technical and analytical expertise, positioning it as APLA’s dedicated operational arm for leading and monitoring the localization of the SDGs across Palestinian municipalities.
Moreover, this program further strengthened APLA’s position as an active and knowledge-producing member of the global community of local governments, capable of adapting international methodologies to the national context and contributing meaningfully to sustainable development in Palestine.
