Sanerya | Central Solar Panel System Project
The “Central Solar Panel System Project – Sanerya” is a strategic initiative under the Subgrant Program aimed at implementing social and economic development projects in the so-called Area “C.” The project benefits approximately 4,000 residents of Sanerya, with 45% of the population living in Area “C” and more than 55% belonging to marginalized groups, including women, youth, and children. It addresses the community’s need for sustainable and cost-effective energy solutions while supporting local economic growth.
- Economic Development
- Central Solar Panel System: Installation of a 50 kW/hour central solar system.
- Clean Energy Production: Generation of 7,650 kWh of clean energy monthly, replacing more than 18% of the village’s total monthly energy consumption with renewable energy.
- Expected Outcomes
- 13% increase in local governance revenues projected in the council’s 2024 budget after project implementation.
- Creation of 20 new job opportunities, prioritizing local and marginalized groups.
- 18% reduction in total electricity costs for the Local Government Unit (LGU).






- Community Participation
The project was selected by a committee of local community representatives based on development priorities and needs, with over 20% of its members from marginalized groups (including women and youth). Community engagement included 5 permanent volunteers assisting the council in managing the project and ensuring its sustainability, as well as 20 days of volunteer work from the local community during implementation.

The Central Solar Panel System Project in Sanerya represents a key investment in renewable energy and sustainable infrastructure. By producing clean energy, reducing operational costs, and creating local job opportunities, the project strengthens community resilience, supports local governance, and promotes environmental sustainability.

This project is part of the Sub-Grants Program implemented by the Association of Palestinian Local Authorities (APLA) in Area “C”. The initiatives under this program go beyond infrastructure improvements; they are practical tools to anchor people to their land, expand spaces of life against restrictions and confiscation, and turn development into a daily act of resilience that safeguards rights, memory, and existence.
