Jalboun | Solar Power Station Establishment for the Water Well
The “Solar Power Station Establishment for the Water Well of Jalboun Village Council” is a strategic initiative under the Subgrant Program aimed at implementing social and economic development projects in the so-called Area “C.” The project benefits approximately 3,500 residents of Jalboun village, with 57% of the population living in Area “C” and more than 50% belonging to marginalized groups, including women and youth. It addresses the pressing need for sustainable water supply solutions by integrating clean energy technologies into essential public services.
- Environmental Impact
- Installation of a 30 kW/hour solar PV system to power the pumps of the village council’s water well.
- Generation of over 3,000 kWh of clean energy monthly, on average.
- Replacement of 45% of the total monthly energy required for water pumping with renewable, sustainable sources.
- Economic Development
- 13% reduction in the price per cubic meter of water sold to residents from the well.
- 12% increase in local governance revenues in the council’s 2025 budget following implementation.
- Creation of 11 new job opportunities, prioritizing marginalized groups for economic empowerment.
- Community Participation
The project was selected by a committee of local community representatives based on development priorities and needs, with over 40% of its members from marginalized groups (including women and youth). Community members are actively engaged in supporting implementation and ensuring the project’s sustainability, reinforcing the values of collective action and social responsibility.

The Solar Power Station for Jalboun’s Water Well represents a forward-looking model for sustainable rural development, combining renewable energy adoption, economic efficiency, and community empowerment. By reducing water costs, increasing local revenues, and creating jobs, the project directly improves quality of life and strengthens the village’s resilience against environmental and economic challenges
This project is part of the Sub-Grants Program implemented by the Association of Palestinian Local Authorities (APLA) in Area “C”. The initiatives under this program go beyond infrastructure improvements; they are practical tools to anchor people to their land, expand spaces of life against restrictions and confiscation, and turn development into a daily act of resilience that safeguards rights, memory, and existence.
